The cap
An LED array built into a head-shaped shell, worn like a hat, battery-powered. The array sits against the scalp, so the light does not have to travel through a layer of hair from a distance. Hands and eyes stay free, and a session can happen while you do something else.

The geometry problem
This is the crux, and it applies well beyond scalps.
Two things determine how much light reaches a surface: how far the source is from it, and what is in between. Irradiance falls off substantially with distance, and hair is an opaque layer.
A panel positioned above or in front of a seated person is both further away and on the wrong side of a hair layer. It is illuminating the outside of the hair. A cap places emitters against the head, at effectively zero distance, at many points across the scalp at once.
So for the scalp specifically, the comparison is not "more powerful device versus less powerful device". It is "a powerful device pointed at hair versus a modest device against skin". That is a different question with an obvious answer.
The general principle worth taking away: for any area where a device can sit in contact, contact beats power at a distance.

An honest comparison has to include this, and a cap-seller's article usually does not.
- Versatility. One lamp can be pointed at a shoulder, a knee, a back or a face. A cap does one thing.
- Nothing touches you. No straps, no weight, no heat trapped against skin, no hygiene question when sharing.
- No battery to degrade. Mains power means no charge cycles and no capacity loss over years, which is the most common long-term failure in cordless devices.
- Household sharing is trivial. A lamp on a stand serves several people with no contact issues at all.
- Cost per area covered is lower. At $85 for a device usable on any area, the arithmetic is favourable if you will use it.
That last conditional is doing a lot of work, and it is the whole risk with this format.
